Oh, and is only for college football or can be applied to American football? What means to be a two-time All-American football player? How does a person become one? Is it kind of big deal or not really? Thanks!

It's basically an honor that the best football players in the country where the university level and high school. Usually, the best player in a position (QB, K, P), or better players in a position (position of almost all others) are chosen. It is a big problem for the individual. There are hundreds of players and recognize you as one of the best. The two-time simply means that achieved this honor two years apart. The All-America Team "is usually decided / voted by journalists in different organizations, the NCAA has not actually own. Here is Team Associated Press: The NFL http://www.cbssports.com/collegefootball/story/11175822 has a similar honor named All-Pro team. I do not think the Arena Football had one, if it did was publicize it, not because the AFL was not popular (compared to NFL)
