College football rule - on an interception can forward progress take you into the endzone for a touchback?

An example - the defender intercepts the ball on the 2 yard line, his momentum carries him forward and he falls into the endzone. Is that a touchback(Similar to a kickoff)? Or is forward progress sighted and the ball is down on the 2 yard line?

it depends on how the official sees' it and if they do instant replay and recognizes that his momentum carries the player foward by official ruling it would be a touchback because the players' elbow,knee or hip is ruled down in the endzone
