How I can create a website with database capabilities?

As an example of the type of website you want to create, consider the website in http://football.stassen.com, that allows visitors to calculate and college football teams list according to various criteria, using records as historical background database. I'm not particularly interested in doing this for football, yes, but I would like to know how to create a website that allows visitors to calculate the statistics according to background data.

I would definitely suggest using the combination of PHP / MySQL. It support of most free servers and any server that has to pay, plus it is free to use software, not much more difficult than the HTML version and is in high demand for jobs as well.
