Is the Rose Bowl as the Super Bowl "of college football and how does it know who will bowl?

Participants in most of the bowls are determined by the membership of the conference. The Rose Bowl is a traditional party of the Pac-10 champion and Big Ten champion. For example, the Hawaii Bowl team took second place in the WAC team vs 4th or 5th in the Pac-10. O Cotton Bowl facing a Big 12 team against a team from the SEC.
