How will the new college football rules affect the over under in the coming 08 NCAA footabll season?

Now this question is for handicappers, I am looking to cash in on some early lines for the NCAA games this coming week. I was thinking scoring will be down a bit since the new rules states that running out of bounds will not stop the clock as in the past. therefore the 1st week lines especially on thursday games may be a bit too high. Do any handicappers out there agree with me? I am looking at Texas El Paso vs Buffalo at 63 points.
