college football streaming audio
I can stream live tv with wintv?

I want to live TV stream (play college football). someone told me I could and all I need do is buy WinTV. is this true or not I need another software to do this? I do not want to record TV programs on my computer and then transmit them, I want to hear live. it which is the cheapest and easiest to do this with good quality of both audio and video.
