Espn College Football Yale

College Football, Division 1-AA (FCS) of Division 1-A BSF ()?

I was reading in my free college football on ESPN and I was FBS wandering like a major upset in schools and in the 1940s against Yale and Delaware. My question is why some schools make push to FCS, as Louisiana Tech and Boise State, while others remain as Yale, Delaware or state app.
