How Do College Football Divisions Work

Does your vote count? (U.S. presidential)?

Ok, so I know how the electorial college, our vote does not count. In response the election of 2000 Congress passed a law to fix this or so they say. Look particularly if there have been http://www.archives.gov/federal-register/electoral-college/faq.html measures introduced in Congress to change the Electoral College by amending the constitution process? Here is a copy of the invoice every vote counts amendment [HJRES.103.IH] http://thomas.loc.gov/ Search HJRES.103.IH misread I have hardly any idea where this bill is, or if the NCAA Division III Football has nothing to do with the electoral college and our votes count?

It has the same title (HJRES.103.IH) but it's the 108th Congress ... bill entirely different. It was introduced but was never even debated on the floor. I think I read that wrong lol.
