Is it people that figure out these odds for things like NFL games, college football games, etc.? Computers? A combination? Something like the BCS? How does it work?

At Casinos it is based on the dollar amount bet.
However, there is sometimes a point spread on some games. Then the payout will be even, based on the spread that bettors choose.
